Military Support to Community Events/Activities

As part of the Nevada National Guard’s community relations program, our organization is sometimes able to loan military equipment or provide military resources to certain community events. Our military support office’s function is to receive, evaluate and coordinate support efforts for your event and while every effort will be made to support requests for assistance, there are very explicit regulatory guidelines to which we must adhere. After all, we’re funded by your tax dollars and we take that responsibility very seriously.

In order for the Guard to support your event it must first be sponsored by broad-based civic organizations and provide a benefit to the local, state, and national community.

There are some types of events or requests we’re not legally allowed to support. Those events include those sponsored by narrowly-based organizations such as:
  • commercial enterprise
  • political parties
  • religious groups
  • secretarian organizations
  • ideological organizations
We are also unable to support events when the military support unfairly competes with private entities and enterprises that are able to offer the same support at a cost.

Requests involving aviation assets must be received at least 90 days prior to the event date. Requests involving ground or personnel assets must be received at least 30 days in advance.

Instructions how to request assistance and a brief description of our approval process is explained below.

How do I request military support for my event?

All requests for assistance must be submitted utilizing the proper Department of Defense form(s), which you will find on this Web page. No exceptions can be made. Additionally, all requests must be accompanied by an introductory letter itemizing the type of event. This letter must be sent on organizational letterhead. Include in the letter the type of event planned and the time, date and physical address of the event, the beneficiaries (such as charitable organizations or the organization requesting assistance), a justification why the Nevada National Guard is the best/sole organization with the ability to provide the support you desire, and your contact information including phone numbers and e-mail addresses.

Requests for support fall into three categories: flyovers or static displays of Army, Navy, or Air Force aircraft; flyovers and static displays of National Guard aircraft; and static equipment display (other than aircraft) or other resource support from the National Guard.

Army, Navy or Air Force Aviation Requests

Nevada National Guard aviation flyover/static display requests

Requests for National Guard aircraft, including C-130, CH-47, UH-60 and OH-58 flyovers or static displays must be made using a Department of Defense DD Form 2535. The properly completed form, including Federal Aviation Administration coordination, must be faxed or mailed to two entities. One should be sent here locally in Nevada and the other sent to either the U.S. Air Force or U.S. Army Public Affairs Office at the Pentagon in Washington D.C., depending whether the aircraft requested is an Army or Air Force piece of equipment.

Authorization by the either of these offices does not guarantee support will be provided, only that it is legal or authorized by regulation. Execution of the flyover or static display depends on the ability and availability of the unit possessing the requested aircraft.

Special Note:Flyover requests for Armed Forces Day, Memorial Day, Independence Day, MIA/POW Day and Veteran's Day need only to be sent to the Nevada National Guard contact below. They do not require U.S. Air Force or U.S. Army approval.

Citizens may also request military participation such as color guard and displays of military equipment using a DMA Form 2536 (Request for Armed Forces Participation in Public Events).

When requesting this support from the Nevada National Guard, there is no need to send the form to the U.S. Army, Navy, Air Force or Marine Corps as indicated on the second page of the form. The required form and your letter should be sent to:

How do I know my request is being considered or if it’s approved?

  • Once the written request and accompanying DD Form 2535 or DMA Form 2536 are received by our office (by fax, mail or hand delivery), we’ll notify you by telephone, fax or e-mail.
  • Several entities within our organization must perform a checks and balances review of requests to ensure they don’t violate regulations or state or federal laws, and that the events meet strict Dept. of Defense community relations guidelines. The Nevada Guard’s director of military support, judge advocate general, public affairs officer, and property and fiscal office will perform a review of the request. If it is deemed unsupportable, you will be notified by telephone, fax or e-mail.
  • If it is deemed legal for the Guard to support, the request will then be forwarded to a Guard unit possessing the asset(s) requested. Even if a request is deemed legal, support is still dependent upon the availability of supporting personnel/equipment. Our state and federal missions must always come first.
  • If a Guard unit accepts the mission, you will again be notified and provided a name and telephone number of the element involved or will be contacted by said unit. At this point you are authorized to conduct direct communication with that element.
  • Upon completion of your event, please complete a follow-up survey or provide a simple letter addressing any comments or concerns involving the National Guard’s involvement.
